The Terms of Service link not displaying on the registration page

I've been using the T3 BS3 default template and the 'terms of service' link is not displaying on the registration page, the accompanying 'star' (which indicates the field is required) displays. On viewing it in firebug the tag content is faded out but I can't see anything in the CSS to prevent the link from displaying.
Has this happened to anyone else or anyone have any suggestions to rectify it?
