Bs3 blank template Off Canvas always on and not responsive like regular blank template Joomla 3.2

I love the way the off canvas responsive menu works with the standard blank template. However, I can't seem to get the same behavior with Bs3 version. If I enable off canvas and disable collapse, the off canvas icon appears at all media query sizes as well as the megamenu.

Am i missing something simple here?
