When I create a new layout by following the instructions here, the layout does not become available as a choice in the dropdown selector on the configuration page (The one shown on the top of this screenshot, next to the "Save as Copy" button).
I have tried both methods of creating a new layout: pressing the Save as Copy button, and just uploading a file to the local/tpls/ directory. When I press the button, the option to give the layout a name comes up and I can give it a name and it will appear in the list. At that point, I click "Save" on the very top of the screen to save the whole template. When I navigate away from the page and return, the new layout I've made is not shown in the dropdown and just the default options remain.
When I upload the file the local/tpls/ directory, the option just never appears in the dropdown.
