changing spans by media type... not quite working.

I have created a new block which includes the navigation. I'm trying to set the span to change in the ini file. Now I have the span class hard coded in the block which is obviously why. So what do I have to add to the block php file so that it can change the span class based on the ini file for tablet, mobile, etc?

please help.
