Can't find custom.css file

Hi

I read in the manual,that if you want to custom css without touch less file,you have to work with custom.css file.
It says that this file is located in templates/t3_blank/css,but in this folder I don't have a custom.css file.

Where is this file?It's posible that it have another name?
