I am unable to create a new layout in Template Manager?

Position & Responsive Configuration: shows NONE SELECTED, its not showing the four default files that come with the template.
and when I try and create a new layout and 'clone it' nothing happens.

Im also getting this message - not sure if this is a related problem?
